FOR WORLD PEACE

A. THE PEACE KEEPERS

So long as there are Tyrants in the World; men who rule

over their own Country as Dictators, and not with the

Consent of the Governed -- People who lust for the

Territory of their Neighbors and are willing to use force to

take what they want; then, there will be a need to have

Military Forces that are poised, ready and able, to oppose

them.

The World has more than enough of Military Armaments,

and Armed Forces, to restrain even the very worst of

Dictators. (Regardless of whether they have Nuclear

Weapons or not.) We already have the National Armed

Forces needed to insure World Peace -- what we don't

have is an International Coalition of that Military Might. We

need to establish a joint World Peace Keeping Force of

Fighter Jets, Armed Land Forces, and Sea going Vessels;

united under a Central Command; which is able to travel

at any time, and go to any place, that is under attack.

We could ask for cooperation from the Governments in;

Japan, S. Korea, Taiwan, the Philippines, India, Kuwait,

Saudi Arabia, Egypt, S. Africa, Israel, Nato, Ukraine, Brazil,

Venezuela, Mexico, and any other Country that wants to

support our Peace Keeping efforts, and have the Security

we can offer; to join us in this World wide task force.

The Military Forces (we could assemble) are;

-- One Thousand, Manned, Fighter Jets, with Twenty

Thousand Fighter Drones as their axially Forces; to

enforce No Fly Zones over the Battle Field.

-- One Million Combat Troops (with another One Million

Troops in Reserve) plus all the Transports,Tanks, (short range)

Artillery and Missiles, and the Helicopters; needed to support

those Troops; ready to be sent in to those areas that are

caught up in the turmoil of War.

-- Hundreds of Sea going Vessels; including Landing

Craft, Air Craft Carriers, Battle Ships (with their

accompaniment of Cruise Missiles), and (fully Armed)

Submarines; all working in concert, to stop those

(Dictators) who would commit acts of aggression against

Civilian Populations.

There is not any single Nation, nor Coalition of Nations,

that could stand against this massive, over whelming,

Military Power. We could rally our Allies, and call upon all

those Nations who, like us, want to see Decency prevail

over Terror, Compassion triumph over Cruelty; so we may

put an end to the Humanitarian Crisis that affects the lives

of millions of Innocent Men, Women, and Children, who

find themselves trapped in a War Zone.

We can have World Peace and enjoy all the benefits our

Modern Civilization has to offer, if only we would join

together and stand -- united -- to oppose those who

would make War against us. We have the Military Force

necessary to insure World Peace ... all that is lacking is

Our Will to Work Together.

The Innocent People of the World deserve all the

protection we can give them. They should be given the

opportunity to live in Peace and without Fear of being

attacked.

This united Earth (Peace Keeping) Force can provide that

Security.

B. THE EARTH SPACE ADMINISTRATION (E.S.A.)

All of the offensive Missiles ever made in the Past, and all of

those weapons that exist today -- are all aimed at exactly the

same target. They are like Spears pointed at the heart of

Mankind.

The very same Rockets that can be used to carry Satellites into

Space, can also be used to carry Nuclear, Chemical, or Biological

Weapons to attack Innocent Civilians. We need to find some way

of controlling those (potential) weapons and of determining the

purpose that each Nation has for its Rockets.

We need to establish an International Regulatory Agency to

monitor what type of Rockets each Nation, Corporation, or

Individual; has and to restrict those Rockets to Peaceful uses

only.

This Agency would be empowered to enter into each Nation, and

to board their Ships at Sea; to inspect their launch capabilities, to

determine the purpose of their Rockets, to approve or disapprove

of their Future launches, and to order a halt to their activities

when need be.

Portable Launch Facilities; in the form of mobile Launch Pads,

Aircraft Borne Firing Systems, and all the various War Ships (to

include Submarines) that a Nation might have; being nearly

impossible to monitor -- should be prohibited to all Nations,

Corporations, and Individuals -- except for our joint Earth (Peace

Keeping) Forces.

As a matter of Self Defense; each Nation should be empowered

to possess short range Artillery Pieces and Air Defense Missiles,

which have a range of 10 Kilometers or less. Those weapons

which are capable of reaching beyond 10 Kilometers, should be

considered to be -- Long Range Weapons -- and should be

restricted, exclusively, to our Peace Keeping Forces.

Cooperation is the key to the success of these proposals. They

could be implemented ... gradually ... starting with the most

cooperative Nations and then, working out to embrace all others.

Regardless of how benevolent a Goal might be, there will always

be some people who will disregard the Welfare of our Common

Good and will do whatever they think is best for their own Selfish

Benefit. Sanctions can help bring the un-cooperative Nations into

conformity with our Shared Group Interests; while more stringent

measures might be required to persuade the renegade Nations to

comply.

We now live in a Communal World Union -- we need to place

some responsible limits on the use of those weapons that are a

threat to us all. Restricting the prevalence of Long Range

Weapons would be a benefit to our entire Planet. We should be

concentrating our thoughts, and all of our efforts, on Peace -- not on

War. We should do this so that everyone in our World Community

may know the meaning of the word "Happiness" and so we might

all share in an expectation of Hope for a Better Tomorrow.

C. THE NUCLEAR FIRES

The Radiation released from accidental leaks in Nuclear Power

Plants, and from the dentation of Nuclear Weapons, can burn,

and inflict suffering upon us, for thousands of years. The potential

danger posed by our Nuclear Power Plants, and from our

Nuclear Weapons, far exceeds the, supposed, benefits derived

from those energy sources.

We need to establish an Atomic Regulatory Commission (A.R.C.)

that would have the authority to inspect all the Nuclear Power

Plants in operation around the World today, that would encourage

the Shut Down of those facilities, and would prevent those type of

Power Plants from ever being built in the Future. We need to

foster the use of safer, and renewable Power Sources such as

Wind, Solar, Tidal, and, in particular, Geo-Thermal generated

Energy.

(Geo-Thermal Energy is derived from the Heat that is deep within

the Earth, and all along the Borders of the Tectonic Plates that

surround our Planet. It does not pollute the air as do the Fossil

Fuels, (plus it will not cause Climate Change), and it will not leave

us with a residue of Radioactive Toxic Waste as occurs with

Atomic Energy. It is an Energy Source that is right beneath our

feet, it is abundant, it is clean and safe, and it deserves to be

developed.)

Nuclear Weapons present an imminent threat to the survival of

Mankind. At any moment, and for any reason, some petty

Dictator who has Weapons of Mass Destruction under his control

could start a Global Nuclear Fire that might never be put out. The

mad men with Nuclear Weapons must be stopped -- our Lives,

and our Futures, are far too important to be threatened with

annihilation -- we must take their weapons away from them.

If we allow the War Lords to run wild, they might transform this

precious, beautiful Blue Orb (that is our Home), into a burned out

Radioactive Waste Land. A full scale Nuclear War would bring

about the total collapse of our Civilization and could also mean

the Death of Mankind.

We must not allow this to happen.

We should be doing everything possible to prevent a Nuclear

Holocaust from destroying our Planet. We should all join together,

to unite in Common Cause, for the sake of World Peace.

Let those Nations that are concerned about the threat of World

War III, start a Movement that will lead to a total, World wide,

Disarmament of Offensive Weapons. With their support, these

efforts will be successful. To begin this Peace Movement, each

Nation should be required to transfer 1% (one percent) of their

Atomic Weapons to our Earth (Peace Keeping) Forces. These

weapons could be kept under the control of three different

Authorities: One, the Representatives of the donor Nations, (two)

with a shared responsibility (for they use) being entrusted to the

Commander of our united Earth Forces, plus (three) with another

level of responsibility being held by the Commander of our Earth

Forces in the area where those weapons are stationed. (The

Regional Theaters of Operation could be divided as follows; N.

America, S. America, the Pacific, Asia, the Middle East, Africa,

Europe, and Russia.)

All three of these Authorities would have to agree on their

deployment, before Nuclear Weapons could be used.

After the responsible, Peace Loving, Nations have made their first

transfer of weapons to our Earth Forces, they could then begin

the reduction of their own Nuclear Stockpiles. They could reduce

the number of their Nuclear Weapons by Half (50%) within the

first five years and then, keep reducing them (again by Half), every

five years thereafter, until such time as all of their Nuclear Reserve

is totally depleted. And the only Hell Fire Weapons still on our

Planet, would be those under the shared control of the National

Supervisors, the Commander in Chief of our Earth Forces, and

the Commanders of the Regional Earth Forces.

(That portion of the Nuclear War Heads, and the Radioactive

Piles, (from our Nuclear Power Plants), that might be considered

to be relatively safe; can be reduced in size by, approximately,

85% of their original bulk. This percentage of Radioactive

Waste can be safely buried, and forever stored away, deep within

the bowels of the Earth. The remaining 15% of the "Hot"

Materials could be placed atop of Space bound Rockets

and fired, harmlessly, into the Sun.)

After the National Governments have completely disposed of their

Nuclear Weapons then, at that time, our Earth Forces could begin

to deactivate their own weapons. They could begin by reducing

the number of their weapons (as the National Governments have

done before), by Half within the first 5 years then again, by

another Half every 5 years thereafter, until such time as they have

completely neutralized the threat of their Arsenals and we have

become a Nuclear Free Planet once again. This is possible, this is

something that can be done. And to guarantee a Peaceful Future

to ourselves, and for our Descendants -- it is something that

must be done.

There is no justifiable reason for the vast proliferation of

Atomic Weapons that we see in the World today. To secure

our Lives, our Homeland, and our Way of Life -- we must have

a total banishment of those weapons and we should be doing

everything in our power to bring this about as soon as

possible. This is not something that would be done for the

benefit of any one Nation, nor to advance the progress of any

specific Ideology -- it is something that needs to be done to

insure the Safe Keeping of us all. We need to attend to the

Nuclear Fires now, before it is too late. Before a world wide

Fire Storm has been ignited and has consumed us all.

D. THE COST OF WAR

The emotional trauma that has been inflicted upon the

People in a War Zone, is something they will never be able

to escape. Thru out the rest of their lives; as they go about

their Daily Routines, and when they try to sleep at night;

the images, and sounds, that have been, so violently,

imprinted upon their minds, will continue to haunt them.

The sight of their Cities; once so proud, so prosperous,

and so filled with the vitality of Life -- now reduced to

Ashes and piles of smoldering rubble. The wreckage of

their own homes, once a place of shelter and security for

them -- now destroyed and unfit to live in.

The whine of Artillery Shells as they pass over head, and

the Sounds of Explosions when they strike near by; the

screams of their Neighbors, Friends, and Relatives, as

they are wounded and the blood pours out from their

bodies, the sounds of crying that continues on thru out the

night and never seems to stop; the People who have been

shot, or hit with shrapnel, laying dead, and uncared for, in

the Streets.

The hunger and thirst -- the Starvation -- that has

dominated their thoughts and guided their actions since

the War began. The upheaval of their Normal Lives, the

Loss of Hope and the despair of their Plans for a Better

Future; the ruin of everything that had once been

cherished and considered to be important.

These are the things that have been forced upon them by

their Attackers. This is the price they had to pay because

of the Violence launched against them. This is the true

cost of War.

The toll of Human Suffering in a War Zone is something

that can not be measured in Dollars and Cents; the Pain,

the Fear, and Insecurity that is felt there, are beyond the

limits defined by money. But... the wreckage levied upon

the Infrastructure; the Homes, Apartment Buildings,

Schools, Hospitals, Churches, Temples, Stores, Factories,

Business Establishments, Storage Facilities, Bridges,

Roads, Tunnels, Rail Roads, Water Works, and Power

Plants; that have been damaged, or destroyed, by Enemy

Attacks; can be figured in terms of their Monetary Value.

To re-build that property will cost Billions, upon Billions

of Dollars.

Those who have caused the War Damage should be

responsible to pay for the re-building of the War Zone

devastation.

Half of all their Natural Resources; in the form of Coal, Oil,

and Natural Gas; plus half of the Electrical Power

generated by their Solar, Wind, Tidal, Water Plants, and

Geo-Thermal Energy Sources; should be taken over (for a

period of Ten Years) by our united Earth Forces, and used

to pay for the repair, or to re-build, all of the Damage they

have caused.

(As an expression of sympathy for "the People" in the

Hostile Nations that have caused the War Damage; half of

their Natural Resources should remain under the control of

their previous Owners so as to prevent Economic

Depredation in the aggressor States.)

Let those people who would make War against us, know

that there will be a financial reckoning for the damage they

have caused. If they would engage in the wanton

destruction of our Property then they should also be

required to pay for the replacement of that Property.

This is something they have brought upon themselves.

Now they must stand account for what they have done.

E. ACCOUNTABILITY AND PARDON

(Aggression hurts us all.

It destroys our precious Resources and brings more Suffering into

our World. We don't need this. We should be working together (to

improve our Lives) -- not attacking each other! We should be

using our Time, and Energy, to promote Peace -- not for making

War! This has to change. To begin with -- someone has to answer

for the Aggression that has already been committed.)

Those who live in a Nation that is attacking its Neighbors -- and

do nothing to stop it -- should be considered as Supporters of

that Attack; and should be held to be, equally, responsible for

their Country's Aggression.

In particular; all of their Political and Economic Leaders; plus each

and every person who was serving their Armed Forces during

the time of War, (from the highest ranking officers down to the

lowest ranking Soldiers, Sailors, and Pilots) should be thought of

as co-conspirators, and changed as an Accomplice, to everything

their Nation has done. They need to be Arrested, brought to Trial,

and made to suffer the consequences for they Nations' Immoral

Actions.

To help us prosecute the War Criminals we should offer a full and

complete -- PARDON -- to those Individuals who are on "the

inside" and who will gather information and document evidence

of their Nations' War Crimes. We need to have the cooperation of

people within the Hostile Nations so we may offer further proof of

what has happened and also, to help bring the War Time Leaders

to Justice.

Conflict does not solve our problems -- it only adds to them. We

should turn away from the Horror and Carnage that War brings,

and work to develop a better way of resolving our differences. By

our combined efforts; we might find a way to create a World

Community where Economic Competition will replace Military

Stratagems, and where Free Elections will replace the

unscrupulous demands of a Dictator.

A world where we may all live in Peace.
