Introduction
The Subject is : Gun Control
Dear Reader,
I have developed a Gun Control Program that could help us
resolve one of the biggest problems facing our Nation today.
The trauma of Gun Violence. Please find the Text of The "22"
Program within.
The high lights of this Plan are as follows,
A. A Gun Control Program which would be enacted on a State
to State basis. (Since the Federal Government is unable to
pass the Legislation that is needed to protect us...each State
needs to adopt its own, more stringent, Gun Control Laws.
This Program offers some basic guidelines for those Laws.)
B. Gun Control which is focused on Semi-Automatic Firearms
and Ammunition. (The Weapons most often used to commit
Acts of Terror against our Civilian Population.)
C. Enhanced Background Checks on those persons who want
to own a Semi--Automatic Pistol and/or Rifle.
D. Limits placed on the number of Semi--Automatic Weapons
owned; the specific Calibers of Semi--Automatic Ammunition
allowed; and the quantity of Ammunition that may be
purchased.
and
E. Restrictions placed on the Sale, Exchange, and Purchase
of all Semi--Automatic Weapons and Ammunition (to include
restrictions on the Retail Merchants who deal in such Weapons
and Ammunition.)
I believe these proposals would be legal, and in keeping with
the original intentions of the Founding Fathers, (as such is stated
in the Preamble of the U.S. Constitution), plus they would also
respect the private Citizens Right to Keep and Bear Arms as it
is expressed in the Second Amendment.
And their enactment will help us to reduce the level of violence
caused by the easy access to rapid fire, high capacity, Firearms.
We need to have stricter Gun Control Laws in our Country.
The "22" Program offers us a way to reach that goal.
Please feel free to use the ideas of this Program as you may desire;
for, now that I have shared them with you, they belong equally to us
all.
The "22" Program
(A Plan to Regulate the Civilian Ownership, and Use, of Semi-- Auto-
matic Firearms)

A Definition
All Semi--Automatic Handguns and Rifles should be classified as
"Military Weapons". Weapons that were designed to inflict the maximum
number of casualties upon Enemy Personnel. These are Weapons of
War and there is no justifiable reason why they should be in the
possession of our Civilian Population. Their ownership and use should
be permitted only under the Supervision of our duly established Civil
and Police Authorities.
We have a crisis.
It is a crisis of Morality and Social Consciousness, and when these
attitudes are combined with the easy access to high capacity, rapid
fire, Firearms...our Society will suffer.
It is the Governments responsibility to keep the Peace and to secure
our Common Defense.
As it is stated in the Preamble of the United States Constitution.
"We the People of the United States, in Order to form a more perfect
Union, establish Justice, insure domestic Tranquility, provide for the
common defense, promote the general Welfare, and secure the Blessings
of Liberty to ourselves and our Posterity, do ordain and establish this
Constitution for the United States of America."
We, currently, do not have domestic Tranquility and we can not enjoy the
Blessings of Liberty when a Rage of Violence can erupt at any time, and
in any place, to plunge our Society into a state of Chaos.
We should not allow these outbursts to continue.
In an attempt to regulate the weapons that are most often used to
commit these Acts of Terror, the following guidelines are now proposed.
The Necessary "Gun Control" Regulations.
Beginning on January 1, 2022; the Civilian Possession, Ownership,
Transfer of Ownership, Trade, Sale, Purchase, Gift, or Disposal; of
Semi--Automatic Firearms is to be restricted and must be done in
conformity with the Provisions set forth in this "22" Program.
A. Civilian Ownership of Semi--Automatic Firearms.
"The Gun Card"
Civilians may own and use Semi--Automatic Firearms (for all Lawful
Purposes),provided that they are at least 18 Years of Age; they undergo
Weapons Handling and Marksmanship Training; and that they pass a
Background Check conducted by the Federal Bureau of Investigation.
The training must be done at a State recognized School for Marksman-
ship Training, a Gun Club, or Firing Range. (Individuals may also prove their
competence with Firearms, by providing a copy of their Honorable
Discharge from the U.S. Military, as such is made evident in their Form
DD-214.)
The Marksmanship Training Course should consist of, a minimum of, 2
hours Classroom Instruction and 4 hours of Range Time where the
individual Student is actually firing their weapon.
After successfully completing their Firearms Training Course, the
individual must take their Certificate of Completion to the Sheriffs'
Department in the County where they reside.
The Sheriffs' Department will Finger Print and Photograph the Applicant
and refer their Personal Information to the F.B.I. for a Background Check.
(There should be a modest Administrative Fee of $50. which is to be
paid to the Sheriffs' Department for this service.)
If the individual Applicant does pass their Background Check, and they
are in compliance with all of the other existing State and Federal Firearms
Ownership Requirements, then their Sheriffs' Department can issue a
Firearms Owner Identification Card -- A "Gun Card".
This "Gun Card" allows the individual to purchase and own a Semi-
Automatic Handgun and/or a Semi-Automatic Rifle; and the
Ammunition needed to fire those weapons.
The Gun Card (Identification) must be shown whenever the Individual
wants to Buy, Sell, or Trade a Semi-Automatic Firearm or the
Ammunition needed for those weapons.
The Gun Card must be carried with the Individual Gun Owner whenever
they carry their weapons beyond their own Private Property.
Semi-Automatic Weapons, and Ammunition, that are kept, exclusively,
on Private Property are beyond the reach (and the controls) of this
Program.
(Let us not forget the bitter lessons we have learned at Waco and Ruby
Ridge, and the Illegal Abuse of Government Power that occurred there.
If there is to be a search for Illegal Weapons let it be done at, temporary,
Check Points and Road Blocks on -our Public Streets- and not in our
Homes.
All Firearms that are "abandoned" in the street prior to a Check Point;
should be recovered by the Police with no recrimination made against
those persons who may, or may not, have discarded those weapons.)
B. Gun Restrictions
Effective January 1, 2022; all Civilian owned Semi-Automatic Weapons
must be registered with the Individuals local County Sheriffs'Department
to be considered as "Legal".
Effective January 1, 2022; the Individual Gun Card Holder is limited to
owning only one Semi-Automatic Handgun and only one Semi-Automatic
Rifle.
(Excess Semi-Automatic Weapons may be disposed of by surrendering
them, without financial compensation, to the local County Sheriffs' or
Police Department, or they may be sold to a duly established Firearms
Dealer.)
To buy a Semi-Automatic Firearm, the Individual Gun Card Holder must
first obtain a Purchase Permit from their resident County Sheriffs'
Department.
The purchase or sale of all Semi-Automatic Weapons must be done at a
State recognized Firearms and Ammunition Retail Merchant, a Sporting
Goods Store, Training Facility, Pawn Shop, Gun Club, or Firing Range.
Effective January 1, 2022; the Sale, Purchase, Trade, or Gift of all Semi-
Automatic Firearms, (plus their Accessories, and their Replacement
Parts); is prohibited between Individual Citizens.
State recognized Private Security Companies , Gun Clubs, Firing Ranges,
and Training Schools; are authorized to own as many Semi-Automatic
Handguns and Rifles, and the Ammunition needed to fire those weapons
(provided they are in the approved Calibers of 9-mm Luger for Handguns
and 5.56-millimeter Nato for Rifles) as is necessary, and as they may
desire, for them to complete their Lawful Objectives.
These Organizations must have all of their Weapons registered with their
local County Sheriffs' Department; plus they must keep their Semi-
Automatic Weapons, and Ammunition, under the Lock and Key control
of an Armorer who is to be legally responsible, at all times, for the
accountability of the Organizations Corporation Owned Guns and Ammo.
These Organizations must dispose of their unwanted weapons, and
ammunition, by turning them in, without receiving any financial
compensation, to their local County Police or Sheriffs' Department.
Those Firearms that are confiscated; are purchased in the Buy Back
Program; or are surrendered to the local County Police or Sheriffs'
Department; are to be kept by those Law Enforcement Agencies for
their Departments own use.
Those weapons not wanted by the various Police and Sheriffs'
Departments, should be immediately dis-assembled (on the day they are
received), have their Barrels, Receivers, and Slides smashed, and then be
re-cycled as scrap.
All unwanted Ammunition should be surrendered to the nearest Police
Department; there to be used for their own Target Practice or disposed
of by their Bomb Squad.
C. Ammunition Restrictions
Effective as of January 1, 2022; the sale of Semi-Automatic Ammunition
to Civilians is restricted to 9- millimeter Luger (which is also known as
9x 19, and 9-millimeter Parabellum), for Handguns; and to 5.56-
millimeter Nato (which is also known as .223 Remington) for Rifles.
The components needed for the reloading of all Semi-Automatic
Handgun Ammunition; meaning the Shell Castings, the Bullets, Bullet
Molds, and Reloading Dies; are all prohibited to the Civilian Population.
This reloading prohibition does also apply to 5.56-Nato Rifle
Ammunition.
Effective January 1, 2022; the sale of Semi-Automatic Ammunition to
Civilians is restricted to only those Persons who possess a valid Gun
Card.
The amount of Semi-Automatic Ammunition the Individual Gun Card
Holder may purchase is limited to 20 Rounds of Handgun Ammo and 40
Rounds of Rifle Ammo --Per Year. Permission must be given by the
Individuals resident County Sheriffs' Department and a Purchase Permit
must be issued that does allow this purchase to be made.
The purchase of Semi-Automatic Ammunition must be made, only, at a
State recognized Ammunition Dealer.
For Training Purposes and to practice their Marksmanship; the Individual
Gun Card Holder may purchase extra Semi-Automatic Ammunition
(without a Purchase Permit) at the (State recognized) Firearms Training
School, Gun Club, or Firing Range where they choose to practice. All the
Ammunition bought at these Facilities must be used there and used on
the Day of Purchase, The Individual Shooter may not take any of the unused
Ammunition with them when they leave the Target Practice Facility. It is
the legal responsibility of the Training Facility Employees to insure
that the extra Ammunition does not leave their Establishment.
D. Retail Ammunition Restrictions
-- Handgun Ammo Limits
Effective January 1, 2022; Retailers are prohibited from selling any Semi-
Automatic Handgun Ammunition to Civilians; ( except in the Caliber of 9-
millimeter Luger); and are required to remove all (other) Semi-Automatic
Handgun Ammunition from their Shelves.
( In particular, the Handgun Calibers of; .25 Auto, .30 Auto, .32 Auto, .380
Auto, .38 Super, .357 Auto, 40 S.W., 10-mm Auto, 45 A.C.P., 45 G.A.P.; plus
all of the other " Rimless", Center Fire Ammunition not mentioned in this
prohibition but which were specifically designed for Semi-Automatic
Handguns, must also be removed from their Shelves.)
The Family of 22 Caliber "Rim Fire" Ammunition; meaning .22 Short,.22 Long,
.22Long Rifle, and .22 Magnum; being Ammunition that was not specifically
designed for Semi-Automatic Firearms; and which is needed for Civilian
Firearms Training; and for Construction, Recreational, and Small Game
Hunting applications; is not covered by this Programs Ammunition
Restrictions. ( While the 22 Rim Fire Cartridges are not restricted by this
Program, the Semi-Automatic Handguns and Rifles that fire this round are
prohibited to the Civilian Population.)
Conversions and Conversion Kits that convert 9 mm Luger and 5.56 mm
Nato Semi-Automatic Weapons to fire other Caliber Cartridges are
prohibited by this Program.
-- Rifle Ammo Limits
While there are many Rifle Cartridges that can be made to fire in Semi-
Automatic Weapons; there are only three Rounds that are most often
used and that require regulation.
1 The 5.56-mm Nato Round (which is also known as the .223 Remington)
may be owned by Civilians under the restrictions of this Program.
2 The 7.62x39 mm Cartridge which is used in the Russian developed
AK-47 Assault Rifle. The ownership, and use, of this Ammunition, (and
its Kalashnikov Automatic Rifle), are prohibited to Civilians by this
Program.
3 The 7.62-mm Nato Round (which is also know as the .308 Winchest-
her.) This is not an exclusively Semi-Automatic Cartridge, and its
possession is not restricted by this Ammunition Ban. However, the Semi-
Automatic Weapons that fire this (7.62 Nato) Round are prohibited to
Civilians under the limits of this Program.
E. The Buy Back Program
(In those States where the State Government has agreed to establish,
and fund, a Semi-Automatic Firearms Purchase Program; the following
guidelines are now proposed.)
Beginning on January 1, 2022; Private Citizens may sell their unwanted
Semi-Automatic Firearms to their local County Sheriffs' Department.
The Individual Firearm Seller is to receive $200. for each (functional)
Semi-Automatic Handgun or Rifle turned in. (With a payment being
made for as many as, but not more than, 10 Weapons.) This payment is
to be made in the form of a (Tax Credit) Voucher which may be used to
reduce the Individuals State Income Tax.
Those persons who own more than 10 Semi-Automatic Weapons are
required to turn in their excess weapons directly to their local Sheriffs'
or Police Department without receiving any financial compensation.
The Buy Back Program may also be conducted by a State Sponsored
Firearms Retail Merchant,Sporting Goods Store, Pawn Shop, Firearms
Training School or Firing Range that is participating in this Program.
These establishments should receive a $50. (Tax Credit) Voucher from
their local County Sheriffs' Department for each Semi-Automatic
Weapon they process.
All weapons bought in this Buy Back Program must be surrendered,
within 7 days, to the local County Police or Sheriffs' Department. An
inventory showing the Date of Purchase, and the Type of Weapon
procured; must be kept, and made available for Inspection, for the
Resident County Sheriffs' Department.
Semi-Automatic Ammunition is not to be purchased by this Buy Back
Program. Such, unwanted, surplus, Ammunition should be turned over
(without any financial compensation) to the nearest Police Station for
them to use for their own Training Needs or turned over to their Bomb
Squad to be disposed of.
This Buy Back Program will end on December 31, 2029.
F. Manually Operated Firearms
The Civilian Ownership and Usage of Manually Operated Firearms;
meaning Revolvers, Bolt Action Rifles, Lever Action Rifles, Pump Action
Rifles, and Pump Action Shot Guns; are already duly regulated by the
Government; they do not pose the same level of danger to the General
Population, as do the Semi-Automatic Firearms, and they do not come
under the scrutiny of this Program.
However, it is recommended that those weapons have their Self
Contained Ammunition Capacity; in the Revolver Cylinder, the Box
Magazine, or in the Tubular Magazine; be limited to a total of 6 Rounds.
(With one round in the Chamber, the Ammunition Magazine Capacity
of Rifles and Shot Guns, should be limited to 5 Rounds.)
The Calibers of Ammunition fired in these weapons is not subject to
any of the proposed regulations of this Program, (other than the re-
strictions on "Rimless" Semi-Automatic Ammunition.) The Individual
Civilian Gun Owner may purchase such Weapons, in the Calibers of
their choice; and in the quantities (of Firearms and Ammunition) as
they desire, and as is permitted by existing Local, State, and Federal
Laws.
G. Enforcement
To encourage a widespread compliance with the Regulations of this
Program, the following Fines and Loss of Privileges are suggested
for those who refuse to comply voluntarily.
A. Retail Merchants of Semi-Automatic Firearms and Ammunition
should be Fined $1,ooo. for each violation they commit of these
Restrictions. Plus, they should also be required to stop the Sale
and/or Distribution of all Semi-Automatic Ammunition and Fire-
arms for a period of One Year.
B. Private Citizens who violate these Regulations should have their
Semi-Automatic Weapons and Ammunition taken from them
(without receiving any financial compensation) and have their Gun
Card privileges revoked for a period of One Year. Plus, they should
also be required to pay a $500. Fine for each infraction they commit
of these Rules.
These Fines should be paid to the County Treasures' Office where the
infraction does occur or where the Firearms Merchant has their place
of business.
H. Police Weapons
Our Police and Sheriffs' Departments; acting under the guidance of our
Local (City, County, and State) Governments, could also do their part to
help us control the "Public Menace" that the widespread proliferation
of Semi-Automatic Weapons creates in our Society.
They could limit their Standard Issue of Police Firearms to the following
Calibers; 9 mm Luger for Handguns and 5.56 mm Nato for Light Assault
Rifles, and 7.62 mm Nato for their Heavy Assault Rifles.
These actions would be of great service to our Community while they
would still provide the Men and Women of our Police Forces with the
most practical and effective Semi-Automatic Ammunition available.
We need our Police and our Political Leaders to help us.
We seem to be at War with ourselves. We are attacking each other in
a random manner, for no apparent reason, and there is no Sense of Right
or Wrong guiding these actions. Anything the Police and our Civic Leaders
can do to try an reduce the violence that we are living with, would be
truly appreciated. We need their cooperation and support. Their accept-
once of this Program would go a long way to help us gain a greater
control over some of the most dangerous weapons in our Society --
the weapons that are most often used to inflict harm against our
children and our loved ones. We all need to work together, to do
whatever we can, to help each other, so we might stop the mis-use
of the Semi-Automatic Weapons... so we might make our Community
a safe place to live in once again.
I. In Summary
Effective January 1, 2022; only those Semi-Automatic Weapons that are
owned by bona fide Gun Card Holders; that are in the prescribed Calibers
of 9 mm Luger (for Handguns) and 5.56 mm Nato (for Rifles); and are duly
Registered with their local County Sheriffs' Department; are to be con-
sided as Legal and may be Lawfully owned by Private Citizens.
The Individual Civilian Gun Card Owner is limited to owning only one
Semi-Automatic Handgun and one Semi-Automatic Rifle.
All other Semi-Automatic Firearms in the possession of Private Citizens
are considered to be "Illegal" and are subject to be confiscated (with
out financial compensation) by the Police.
Also included in this Weapons restriction is the limit on Semi-Automatic
Ammunition. Only 9 mm Luger (Handgun); and 5.56 mm Nato (Rifle)
Ammunition may be legally owned by Civilians. All other Calibers of
Semi-Automatic Ammunition are forbidden to the Civilian Gun Owner.
The amount of Semi-Automatic Ammunition in the possession of
Civilians is limited to Twenty Rounds of 9 mm Luger and Forty Rounds
of 5.56 mm Nato -- Per Year.
Conclusion
We want to feel safe and secure, as we go about our daily routines. We
want to be safe at Work, in our Schools, our Places of Worship, at Public
Events, and even as we walk down the street. Unfortunately, we will
never be safe as long as there is a vast array of Killing Machines loose
in our Community. We should be honest with ourselves as we confront
this danger, we must get the Civilian ownership of Semi-Automatic
Weapons under a kinder and more responsible form of Social
Consciousness.
It is a basic premise of Civilization that the Individuals' personal actions
must be tempered for the benefit of the Common Good. The proposals
of this Program represent some fair and reasonable limits put upon the
Individuals Right to Keep and Bear Arms. And once they are established
as the Law of the Land, they will enable us to prevent some of the most
disruptive, and tragic, events that are occurring in our Society.
There are several things we can do -- to gain more control over the
Civilian ownership of Military styled Weapons.
If we would place tighter restrictions on the Private Citizens --access--
to to the Semi-Automatic Weapons; that would allow us to have a
greater say over who could purchase those weapons; what type of
weapons they might buy, and how many weapons they can own.
And, if we would put more stringent limits on -- the possession of
Semi-Automatic Ammunition -- that would permit us to greatly
reduce the number of those type of weapons that are in general
circulation, and it would also let us decide where and when those
weapons could be used.
These actions would impose some modest restraints on Gun Own-
reship.(Restraints that would be Mutually Beneficial to us all and
would also help to control the behavior of those persons who show
little or no regard for the General Welfare of our Community.) We need
to remove the Threat to our Security that is caused by the easy
access to Semi-Automatic Firearms. These proposes would do that.
They would make it possible for us to live without Fear and to know
the Happiness we could have while living in Harmony with each other.
They would offer us a chance for Peace.
We owe it to ourselves to support these proposals as a means of
stopping the excessive Gun Violence that is plaguing our Society.
We should be doing everything we can -- to Stop the Bloodshed.
